This is a shift register that has tri-state outputs (so you could connect it to a bus) and has an internal storage register with a separate clock, so the shifting can be done without any of the outputs changing and then the outputs can be updated simultaneously on command. It also exports its internal copy of its "drop off" bit so that the shifting can be made circular or the chips can be chained to make a wider register.
