The orchestration used for syncopation is based on the “Alan Dawson” concept of long and short notes. A short note is anything equivalent to an 1/8 note, and a long is anything longer than an 1/8 note (1/4, tied notes, etc.).

When an 1/8 note is encountered it is a rim click on the snare, when a long note falls on an upbeat it is played on the High Tom, and when a long note falls on a down beat it is played on the floor tom. (this also works well for Jazz comping if you would like to incorporate some tom melodies into your comping you can continue with the rim click, or convert the rim click to the snare.)
