What if the Cell Games were a normal tournament?

By the end of the Cell Saga in Dragon Ball Z the two strongest characters are clearly Super Saiyan 2 Gohan and Super Perfect Cell. However, if we roll the clock back a bit to the time where Gohan didn’t have Super Saiyan 2 yet. The time when Goku and Gohan first exit the Time Chamber or when they first arrive at the Cell Games - we find a weird contention when it comes to who’s the stronger of the father-son duo. To be honest though, I’m not sure why.
So let’s make a change to the Cell Games. Instead of everyone versus Cell, the Tournament is instead a bracket system. The bracket is set up in a way that would allow Goku and Gohan to meet in the finals. The winner of the Tournament has the “honor” of fighting Cell for the fate of the Earth and its people. Now I don’t think there’s any contention that Gohan and Goku would be the strongest two in the bracket. Just in case there is, even as just a Super Saiyan, Gohan at full power shocked everyone present at the Cell Games and even had Vegeta basically questioning his entire existence. I don’t want to dive too deep into the power scaling there because I’ll be talking about Super Saiyan Gohan more in a little bit.
Back to the main topic, as I said before, there is contention on who would win if Super Saiyan Gohan and Super Saiyan Goku fought. No Super Saiyan 2 - just their mastery over the original Super Saiyan form and their own raw power. So let's look at the feats, the statements, and most importantly the narrative to find out who would win.
