Harbor drive is the best place to keep the night glow alive. The nice part about being in south California around sunset is that civil twilight last a full 30 minutes. As you migrate north, for example Portland, Oregon or Seattle, Washington, once the sun goes down. It is down. Traffic was high at 4:30pm but that seems pretty normal for the 10th largest and most expensive city in the US.
