Monterey functioned as the capital of ALTA CALIFORNIA under the rule o both Spain and Mexico. I would list a number of "firsts" but, of course it's a "first". It was founded before America. in 1848 The United Sates Flag was raised over the court house and America basically took that city as they did the rest of the country. No surprises here.
