Citizenship based taxation is something you won’t find in the US tax code, but rather the tax regulations. CBT existed long before the Foreign Account Tax Compliance Act (FATCA) which came into being in 2010 under the HIRE Act.

But what are the key differences? If CBT goes away does that mean FATCA would? If FATCA would would that affect CBT?
