The Inquiry heard from former Police Authority Chairman, John Goncalves, took exception at the description of the recruitment process to appoint Mr McGrail by former Governor, Nick Pyle.

Mr Goncalves said this was an insult to the members of the GPA board.

Government layer Sir Peter Caruana suggested to him that Mr Pyle could have been referring to the lack of minutes or scoring system – Mr Goncalves said Mr Pyle could have brought it up at the time.
