If you look at a city undergoing change the same way you look at a person undergoing change, you're more likely to be understanding of the underlying issues causing the problematic behavior in the first place. And the more understanding you have of the situation, the better prepared you will be in dealing with the eventual relapse.

This video introduces the idea of harm reduction. You may be partaking in a behavior that is problematic, but you may not be able to completely stop the behavior. So instead we create a plan that allows you to continue that behavior but in a safer manner, with the hope that you can reduce the problematic behavior or even stop it.

In part 2, I'll describe how I think driving to and through Culver City can be done in a safer more comfortable manner, and in a matter that doesn't affect businesses, acknowledging that there are outside factors that prevent us from completely abstaining from driving in LA for the time being.
