On Wednesday, Hungary reaffirmed its plans opposing Ukraine's bid for membership in the European Union (EU), setting the stage for a clash at an EU leaders' summit this week. The EU Commission has proposed that the summit this week makes a decision to start membership talks with Ukraine, once it meets the four outstanding conditions set out previously to advance Kyiv's EU hopes.

Hungarian Prime Minister Viktor Orban, who boasts of his strong ties with Russian President Vladimir Putin, told his national parliament that fast-track accession to the EU for neighboring Ukraine does not serve the interests of Hungary or the EU. Orban has threatened to veto proposals allowing Kyiv to start talks to accede to the bloc and to receive substantial financial and military aid from the EU budget.

During a surprise visit to Norway, Ukrainian President Volodymyr Zelenskyy responded by saying that Orban does not have “any reasons” to block Ukraine's EU membership.

Meanwhile, world leaders reacted from Brussels, Belgium, as they gathered for the EU Council summit. Polish Prime Minister Donald Tusk said that “apathy on Ukraine is unacceptable” and Montegro’s President Jakov Milatovic said that he was “hopeful” Hungary will change its attitude.
