In Episode 2 of Sitting On The Fence, Scenario 13, of Railway Empire 2, we must help build a railway network starting in Luxembourg, that extends to the Netherlands. With the deep conflict of France and Prussia in the background, as the war approaches, we must make decisions that will shape the course of the war!

This is a very difficult scenario, and it may be the last chance we have to make a great impact on the course of the war. We need to use our skills to the fullest in order to emerge victorious!
The first task to accomplish is to gain access to the Alsace-Lorraine region. Then it opens up the tasks below:

Task 1 is to connect 14 cities to our rail network.
Task 2 is to transport 1500 passengers to Strasbourg.
Task 3 is to deliver 8 loads of tools to Paris.
Task 4 is to deliver 10 loads of weapons to Strasbourg.

Optional Tasks:
1. To produce 1000 loads of weapons via our factories and businesses.
2. Increase the value of our company to $150 000 000.
3. Construct a university in 4 cities.
