Billy Reagan was a Texan through and through. An educator. A visionary. For 25 years the Superintendent of Schools in Houston. He was the man in charge when it was the responsibility of each school in Texas to desegregate. He went to sleep each night thinking about students and he woke up each morning with the same concerns. He experimented with new approaches and some of them succeeded.

He was also a lifelong researcher who saw that the school systems, primary school, secondary school, high school, weren't working for very simple reasons and he wanted to discover methods that did work. He states them very clearly in this interview which was recorded by a local videographer that I hired in 2006. I had read about Billy Reagan and selected him for interviews that I was conducting with what I called "ordinary extraordinary people" all over the country.

Many of the commentators on my YouTube channel are not happy with American education. Some think it is too liberal. Some people think teaches young people to become communists. Some think it needs to be more accepting of free speech and less "woke." Most think that American education is less successful than it should be.

There was a time when America was number one in the world of education, a shining light on the hill where people all over the world wanted to come to learn. By all statistical measures, that is not the case today.

Although Billy Reagan said what he states in this interview more than 16 years ago, I felt it relevant today as he has simple but powerful solutions for how to get students interested in education, to see the value in education and to make certain that they use their educational experiences to their benefit so that when they graduate, they become successful in the world not only for personal reasons, but to help society and us all.

Many Americans who are not from Texas think that the Texas education system is behind the times and certainly not a national leader but during the time when Billy Reagan was an active Texas educator, he led Texas to create a school system that became head of the class in America.
