You get this ending by having a low enough violence score to not kill the Squealer Chief but too high relationship score with Graff. It seems to be a happy ending, ignoring that there are no answers for Shay's invention.

If you overcome this check by keeping Graff's relationship lower than 80% then the path for the canonical ending is pretty obvious.
