A report by the South African Human Rights Commission has found that
the Eastern Cape Liquor Board, Buffalo City Metro and police failed to
enforce alcohol regulations.

The body has been investigating the deadly June 2022 Enyobeni tavern
tragedy, which claimed the lives of 21 underage patrons - during a
party celebrating the end of exams.
