Individuals in Montebello experiencing homelessness often rely heavily
on the City’s Fire-based Emergency Medical Services system as their primary care for nonemergency situations. The Fire Department determined it was not equipped with the necessary tools to respond to crisis situations related to homelessness, and therefore began exploring long-term solutions and the Montebello Community Assistance Program was born.
