European security architectures and their implications

Russia’s war of aggression against Ukraine has put into question many security assumptions in Europe, for example with regards to confidence-building measures, arms control treaties, the use of tactical nuclear weapons, the dependence on Russian energy, and the elasticity of the transatlantic relationship. It marks “a turning point in the history of Europe” (French President Marcon in 2022). How the continent’s security will evolve over time remains unclear, as in the words of NATO Secretary General Jens Stoltenberg “peace on our continent has been shattered … Russia is using force to try to rewrite history”. But for now, it has triggered a transatlantic rapprochement as US President Joe Biden is committed to “ensure a strong, united response that deters any aggression against the alliance.”
This workshop, which took place on 12-13 October 2023, brought together researchers of all career stages to discuss European security architectures in the past and present, as well as scenarios for the future to assess their purpose, their stability / adaptability, their effectiveness as well as their inclusiveness both in terms of membership and security-related issues.
