Why did Captain Rex hesitate to shoot Ahsoka Tano when Order 66 was executed? The behavioral modification biochip Darth Sidious had implanted in each clonetrooper contained 150 emergency directives. Captain Rex was with Ahsoka Tano when the Sith Lord ordered the execution of Order 66. Standing before her with weapons drawn, Rex struggled with following the order. Shedding a tear as he realizes what's happening, he shakes with internal conflict.

Rex's mind was completely controlled by the inhibitor chip, but he was able to resist, if only for a moment, because he knew the clones would no longer have free will.
