People were evacuated from about ten shopping malls in Moscow following bomb threats, Russian state media reported. French President Macron said all signs indicated that an attack on a concert hall near Moscow was carried out by the Islamic State. The European Union also called on Russia not to use the Moscow attack as a pretext to escalate its attacks on Ukraine. The French government raised its terror alert warning to its highest level following the Moscow attack. Russian Defence Ministry shared footage showing its servicemen receiving state awards for arresting the men suspected of attacking Moscow.
