If your air conditioner is making a strange buzzing noise, first check to see if there is power to the unit. Check your breaker box to make sure the air conditioner has not tripped a breaker. If you see a breaker out of uniform from the others, that may be the tripped breaker. Turn it off then turn it on again to see if that gets the ac cooling again.
