I chose to focus on Charlie, Vaggie, Lucifer and Emily for a few reasons. Charlie is actively working against what Heaven is doing. Vaggie and Lucifer are both fallen angels and so have been set up as enemies of Heaven. Then Emily, despite being a seraphim was kept in the dark and rightly dismayed by the exterminations.
