UPDATE: Step 5 of 10 may be fixed by now, try one time to see if it works for you. Playing Destiny 2 Halloween Event called Festival of the Lost. Like many other seasonal events, this one comes with bugs that they know of. When you get to Step 5 of 10, don't waste your Spectral Pages because they are not turning into Manifested Pages.
