Why Did We Not Get ULTRA EGO Vegeta In Dragon Ball Xenoverse 2?

DLC 17 Future Saga Chapter 1 for Xenoverse 2 is added a very familiar looking form for Vegeta but why is it not just EXACTLY that form since this would be the golden time and opportunity to add anything in now that there is no more new anime or movie content that Xenoverse 2 could get away with?
