Oregon parents are grappling with a broken child care system as costs become so unaffordable for many families. Natalie Kiyah, a single mother of four in Portland, is one of those parents. SHe moved into a homeless shelter with her children after losing state-funded child care because her income crossed over the line by $2,000.
