As of 1.20.2 this farm is broken but I have a simple fix:

Have the minecart with the ghast in it sitting on 4 snow layers instead of 7. If you have already built the farm you can push the minecart up with a piston to place the new snow layers. Also replace the slab that the player stands on with 6 snow layers. I tested for an hour afk and It seems to work fine.

This new design for a ghast powered cobblestone generator is simple to build and produces 19,200 items per hour. Using ghasts to destroy the blocks we are able to use no tnt duping without having to restock or use a wither cage.

Tested in both 1.17 and 1.18, on vanilla, fabric and paper servers without issue.
