13 is a very good number for the Jews. We have the 13 principles of faith, 13 tools for studying Torah, 13 attributes of G-d's mercy. Perhaps Jew-haters of old knew this and made this claim to counter its benefits. 18 is also a good number as it represents "chai" - life, and we do consider other numbers to be good.
