AC Condenser Running With The Thermostat Off

I came across a condenser that was iced up so I pulled the disconnect to shut the unit off and let it thaw out. I then returned a few hours later to diagnose the issue and found that the condenser was running non-stop even with the thermostat to the off position. Let's diagnose some things and figure out why the condenser is running with the thermostat off.
