Everything is a state. All states are an expression of the one source Consciousness, or God. The term "state" does not refer to the emotional state of the seemingly separate self, but more so an impression in Consciousness that God expresses itself as. You do not need to induce an emotional high or remain in this elevated mood all day every day in order to manifest, you simply need to relax into the knowing that it is already done.
