While Terraria has nine pylons, and you can place two of every pylon, the requirement for a burner pylon means you can only place a total of seventeen pylons (8 which are doubled, + 1 burner ), as opposed to 18 (9*2).

There are, thankfully, plenty of NPCs in the game so that shouldn't get in the way.
