This video covers the story of the Enclave forces headquartered in the Congressional Bunker beneath the Whitespring Resort.

Notes:
1. I mistakenly say that the residents of Vault 76 emerged after 26 years, when they emerged after 25 years.
2. There is no direct information saying that the Enclave used FEV from their lab at the Whitespring to reactivate the vats at the West-Tec Facility, but the vats were deactivated by the staff before they left shortly after the bombs, and the Super Mutant threat did not arise until after Taggerdy’s Thunder visited, leaving me to believe that they were inactive. The bioweapons lab likely had FEV on site, especially given the close relationship between West-Tek and the Department of Agriculture.
3. The idea that the Department of Agriculture programs are fronts to gain funding for the nefarious projects is speculative, but I believe that it makes sense. The most obvious false front comes with the Department of Agriculture building the new water system for Huntersville, which was the system used to dose the population with FEV.
4. I speculate that the reason the contacts for members of the cabinet were removed from the early warning system is that they were not members of the Enclave. It could be that it was simply a clerical error of some sort, but I believe that the true reason was to exclude non-members from the early warning.
5. I speculate that the Enclave kidnapped test subjects for their Serum program. This is not directly mentioned, I don’t think it would have worked logically any other way. After the purge, there were only 48 members. Many of the first tests with serums killed the users. I can’t believe that they would have risked their already reduced numbers in this manner.
6. I found the blueprint for the bunker online, but I haven’t found it in game. It does appear legitimate to me, and my hope is that it’s simply hidden in the inaccessible executive suite.
