The hand over hand steering technique is one way you can turn the steering wheel. It is kind of going out of style because cars nowadays have an airbag in the steering wheel, and the airbag could injure the driver's hands/arms if they had a collision while doing hand over hand steering (while turning a corner or any time the arm was over top of the airbag area). The airbag deploys at an insane speed of 300 km/hr. It is very much like a bomb in that way.

But like anything in life, it's up to you as to how much risk you are willing to take. In my opinion, it's still good to learn the hand over hand steering technique because it can still be a safe and useful technique while driving, especially during parking, when you need to do a lot of steering, and when the chances of having an airbag collision would be highly unlikely. Hand over hand steering can be done much faster than shuffling, so it would be useful and much more efficient to do hand over hand when parking.

Personally, I don't use this method very much when I am driving as I've gotten used to the shuffle steering method. As someone who has had a shoulder injury, I find the hand over hand method just "too much work" for my shoulder and the shuffle steering method is much easier for me, and it is safer in regards to the airbag risk.

When you're learning how to drive I would recommend to learn both of these methods, hand over hand steering as well as shuffle or push-pull steering as some people call it. I think it's important to know what your options are, and these are both good ways to control the vehicle. Controlling the vehicle is SO important! What you want to avoid is hooking the wheel, palming the wheel, and letting the steering wheel spin all by itself. It's just not good control over the vehicle.

I'll be making a shuffle steering video soon. You can probably see me shuffle the steering wheel in this video if you watch the whole thing because I just can't stop myself. It's just easier for me. But again, I don't think the hand over hand method is the devil. It is good to know how to control your vehicle!
